Whenever I click a feedback icon on what ever site, my computer tries to open my hotmail via microsoft explorer instead of using firefox. How do I change this?

I was on "www.thestar.com, a newspaper and wanted to provide feedback. When I click on their "Contact Us" icon my system opens ms internet explorer with hotmails login screen even though firefox is my default browser. This occurs on most sites where I have tried provide feedback, ask a question , contact them. I may already have my hotmail email open in another window via firefox but it wants me to login all over again. If i go this route and send some correspondence I don't get a copy of what i have sent.

Set Firefox to your default browser, by selecting, on the control panel, Set Program Access and Defaults. On custom, set Firefox as the default browser. And if that does not work, I don't know what...

Excuse my ignorance but where in control panel do I start to set my browser preference. I know that I have set it for Firefox origionally?
