how to open the 'options'in the tool drop down?

In the 'tools' drop down box, I am unable to open the "options' when selected! How is this corrected?

Can you open the options page by pasting the following internal address into the address bar and pressing Enter:

about:preferences

If that doesn't work either, an add-on might be interfering or Firefox's program files might be damaged...
