My new folders are underneath my unsorted bookmarks. How do I move them to the top, to be with my other older folders. All the articles are only about how to move bookmarks. I've done that already.

Use the Bookmarks Library. Menubar Bookmarks > Show All Bookmarks | Hamburger menu Library > Bookmarks | shortcut ctl+shft+o. Grab the folder and put it where you want it.
