It happens with the current version 91.0, but started a few versions back. The browser keeps minimising when the mouse is moved, then maximises again if the mouse is moved again. This happens randomly.

A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?
