If your contatcs were imported from your webemail yes you can get your contacts back, you just need find the option to Export your Address Book in the Webemail site

some of my address book is in a yahoo affiliated web email. sadly the most critical was a neighborhood email list that was only in thunderbird.

Sorry but i dont see one way to recover your Address Book, if you didnt import your contacts or make a backup of your data, unfortunately there isnt a way to recover they
