You can hit Alt or F10 to reveal the Menu Bar to access Print in the File menu, and use the Help menu to access Restart with Addons Disabled ....

If you use the 3-Bar menu button and hit the ? Help will open for Restart with Addons Disabled ... And use Customize to see the Print button, then drag that button into the Panel for access from the Menu panel - or drag it to a toolbar.
