Apparently other users on my laptop don `t have this problem. The system recognizes that I have the latest version of firefox.

Your user agent indicates that you have Firefox 2.0.0.15.

I know but when I try to update it tells me it`s already done and no matter how many times I install Firefox 3.6 nothing changes.

That's right, you do not have to update Firefox. It is already updated.

To fix your problem, you need to reset your user-agent. This article tells how how to do that: https://support.mozilla.com/en-US/kb/Web%20sites%20or%20add-ons%20incorrectly%20report%20incompatible%20browser

Your user agent shows that you have Firefox 3.6.13, but the MegaUpload extension (toolbar) has locked the Firefox version to 2.0.0.15

Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.2.13) Gecko/20101203 Firefox/2.0.0.15 MEGAUPLOAD 1.0

Check the general.useragent prefs on the about:config page.
You can open the about:config page via the location bar, just like you open a website.
Filter: general.useragent
If any general.useragent prefs are bold (user set) then right-click that pref and choose Reset.
