Does Thunderbird support at XXX normally diagnose problems online and the offer a fix at $299/year, or is this a scam?
I was given this phone number after an inquiry with Time Warner about 'Mail delivery failure' messages, which indicated that someone was using my email address to send bulk messages. The technician diagnosed a Heartbleed hack on my computer and offered to fix it for $299. I did not agree. I talked to a couple of local IT people who suggested that this was a scam.

hello, this was a scam (i therefore removed the number from public display). there is phone support available by mozilla.
Hopefully that Time Warner tech just found the number in a random search and this is not a number they give out for Thunderbird users having problems.
Mozilla does not use any third-party support service, especially one you have to pay. They did try a third-party email support several years ago but it was short lived.
Mozilla themselves do not do one on one support by phone, email or chat.
