How can I click and drag a tab from one moniter to another?

I have a Toshiba Satelllite laptop running windows 10 and Firefox. I have an Acer moniter plugged in to the laptop. Up until recently I was able to click on a tab on one monitor and drag it to the other monitor. If the second monitor had no window on it yet, the tab would create a new window. If there was already a window open on the second monitor then I could drag the tab to the tab bar and it would stay there. Neither of these actions are available all of a sudden. My question is: How do I get those features back? To not have them is very frustrating. I've had Firefox pretty much since its inception and this is the first issue I've ever experienced.

Click the monitor icons and drag them to positions that represent how you want to move items from one monitor to another, and then click OK or Apply. Drag an item on your desktop across your screen until it appears on the alternate monitor. Or, you can resize a window to stretch it across more than one monitor thank you!
