cannot completely deactivate POP account; must Delete

This thread [email account without deleting] has useful but unfortunately incomplete suggestions for disabling an account. Verizon/AOL is, as is typical for them, returning a ServerError for one of my accounts. The failed POP logon takes 5 minutes. I'm now forwarding any mail to that account to my primary account, using AOL's web interface.

I have unchecked the 3 items and yes, on startup that account is skipped. However, any manual refresh invokes the same useless delay as before, so I will have to delete completely that account.

Yes. You have to remove accounts that are no longer active or attempts will be made at various intervals and following specific actions like manually asking to get all mail to connect to the server. That is how the product currently works as you have deduced.

BTW timeouts are not normally set to 5 minutes, unless someone has changed that to account for a slow anti virus product causing timeouts.

The fact that an account must be deleted does not make sense. It's my computer, not Moz's.

In account server settings i have unchecked "check on startup" and "check every 'x' minutes" I have restarted Tbird. It still tries to check. Even changing the unchecked 'x minutes' to the max it keeps checking at short intervals. This is really poor practice and I'm astonished that Mozilla is doing this.

I want to keep my old, inactive account for historical purposes. It's got 27 years of data. I'm not deleting it.

Not particularly relevant really. The fact is you can not disable an existing mail account.

Bug 689067 and Bug 563334 probably describing your issue. They are not new being in the range of a decade old. It is not like your the first person to be here.

Create a folder in your local folder structure for your old mail account data and copy it there. You lose nothing by then deleting the account.

It may also be you must use IMAP because you did not respond at the time. https://help.aol.com/articles/verizon-move-to-aol-mail-setting-up-your-new-aol-account-in-a-third-party-email-program-or-mobile-device-imap

You might also need to use an app password of other security password rather than the old fashioned "normal password". Your provider is now part of yahoo and they abhor normal password authentication. Simply resulting to allow it.
