Current releases use the Background Update Agent on Windows to be able to download updates when Firefox isn't running and there is also the Mozilla Maintenance Service to download updates while Firefox is running.

See also the AppUpdate section in application.ini in the Firefox installation folder.

For checking what happens in Firefox you can use the Browser Console and initiate a update check via "Help -> About Firefox".
