tabs "auto restore" on firefox re-open

Well, basically that. On normal browse ( no incognito ) tabs will re open if I re-launch firefox, even with the "Open previous windows and tabs" option off.

Am I missing something or is it normal ?

Tabs are restored automatically when the browser doesn't close cleanly (eg crashes) or it is left running when the system is restarted. You can disable this by changing browser.sessionstore.resume_from_crash and toolkit.winRegisterApplicationRestart to false in about:config.
