Keep getting "bumped" and message says "Server Not Found", or The Connection has Timed out!

I keep getting this message when I try to log into my emails or web sites: SERVER NOT FOUND, or THE CONNECTION HAS TIMED OUT. This happens many, many times a day. I can't figure out why.
