how do i change the quick keys, so that pageup and pagedown scroll up and down the page and do not navigate backward and forward?

how do i change the quick keys, so that pageup and pagedown scroll up and down the page and do not navigate backward and forward?

also, the help does not hav a list of the quick keys. can someone one put it somewhere obvious on the website?
