Unable to open new windows in firefox 7.0.1 for OSX even in safe mode.

I recently upgraded to firefox 7.0.1 and noticed that I am unable to open a new window, view source, or any other action that would open a new window now. I can open new tabs just fine, its just new windows that dont work.

I've tried running firefox in safemode, and the issue occurs there as well.

type in the address bar about:config


then press the button i'l be careful i promise


then type in the bar browser.link.open_newwindow


then double click on it and change the value to 2


press OK, exit firefox and restart.
