downloaded pdf is unrecognizable text

I am trying to download a scholarship letter from a University. When I open up the file the text looks unrecognizable like some kind of "code". I have tried updating all things necessary and that doesn't seem to work. The University says it's with my browser.

It sounds that you are opening the PDF file in a text editor.
You need to open a PDF file in a program that can handle such a file (probably Preview on Mac).

I tried opening the PDF file in Preview and it still will not download. Any other ideas?
