PageDown key - can't do until page is left-clicked

When I open a web page, I often hit PAGEDOWN to scroll the page.

Often, or usually (not sure which) nothing happens.

I then have to left-click the mouse on an empty part of the page, then the PageDown button will work.

Sounds that the browsing area doesn't get focus or a text area or input fields has focus, so you can't use buttons like page down.

Does Tab or F6 has any effect if this happens?

Typical. I go to see which sites are having the problem, and now I can't find one.
