I cannot access maps.google.com using Firefox v 21.0 as it says the connection was reset, and it works in IE and Chrome.

Firefox v 21 - Windows 8 64 Bit

If I get a link for anything google maps related it tells me the connection has been reset. If I navigate to it diretly then it tells me the connection has been reset. Doing a search itself works as does my gmail and various other google services. I have completely uninstalled Firefox and re installed with a fresh download. It didn't change anything.

try to clear the cache & cookies from google.com and reload the page.

also make sure that the site is allowed to set cookies: Websites say cookies are blocked - Unblock them

Maybe also do a malware check with some malware scanning programs on the Windows computer.
Please scan with all programs because each program detects different malware.

Make sure that you update each program to get the latest version of their databases before doing a scan.

You can also do a check for a rootkit infection with TDSSKiller.

I did that and have completely re-installed the browser without retaining any settings. It still does not work.

I have run Windows Defender and MalWareBytes. They did not come up with anything.
