This is an odd issue. This could be due to your IP address. Please make sure you are not using a proxy. You can also try to clear data and/ or cache from the settings in your phone for the play store.

Device type: Phone/ Tablet
Android version:

Make sure your device's time/date is in correct time zone and put country as United States in your device. Hope this helps!
