I am using TBird 24.3.0 ESR and can not add chat accounts. File > New > Chat Account is not visible and Tools > Account Settings > Account Actions > Chat Account is also not visible. How can I add a chat account now?

have you tried restarting with add-ons disabled from the help menu (alt +H)

It works for me, so something like an add-on is a likely cause
