Firefox closes when I close the last tab, on one system not the other

Ctrl-W closes the last tab. On my Windows XP machine I get an empty window Good. This is like Windows and Excel, you can close all pages without quitting the application. On my Windows XP Professional system it Exits Firefox. Not good. I don't want it to close until I hit Alt-F4.
