My Firefox Sync is failing to connect (error.login.reason.network) and I am running through all the solutions available here as well as checking local LAN issues, but each time I make a change am I supposed to just for the next sync? How often do they happen? Can the timing be changed? There is no support article on forcing a sync or on watching it sync.

As far as forcing a Sync and "seeing" that the Sync process occurred, there is a Sync button sitting in the Customize Palette. Using the Customize mode drag the Sync button to a toolbar. When you click on that button Sync should connect to the Sync server. On cursor hover the Last sync: day & time is supposed to appear in a tooltip.
