Centrally manage Popup Blocker Whitelist

Basically I have a couple of websites I need to whitelist for the popup blocker on several computers including a Terminal Server. I can't seem to find a good way of doing this because the settings are not registry based so a GPO won't work. Now the key is to be able to modify this not only for new users but existing users as well. I really would not want to have to log into each user's account and configure this so if it's as simple as modifying a preferences file and copying that everywhere I'm ok with that.
