PGP Encryption - Selection of the Key not matching the user's email address (not working anymore)

Background information: we are exchanging emails with an institution, which has a central encryption gateway. This gateway is using one key (pgp@institution.gov) for every person. In the past it was easy with the user based rules to send pgp encrypted emails. Now starting with TB Version 78 I didn't find any possibility to encrypt the email to "mj@insitution.com" using the key "pgp@institution.com"

For me it is major degradation of the encryption functionality in comparison to enigmail. Am I the only one missing this? Is there a hack, which would help me to solve my problem?
