So I just saw the List All Tabs button has come back, and I looked up to remove this, but doing the whole thing of setting the browser.tabs.tabmanager.enabled = false in About:config, did not work. I just updated to version 131.0 of Firefox. Any idea why this thing is refusing to leave?

Being able to get rid in about:config was too easy so they stopped you doing it. It's still possible as detailed here: https://support.mozilla.org/en-US/questions/1466632#answer-1678349.

Why it can't simply be dragged away like other icons we don't want I've no idea.

Yeah, that does seem weird. Why would they even have the about:config listing if they were going to remove the ability to use it?

Only if a pref value has its default value then it will be removed from about:config. If you change its value and the pref line from a pref that isn't supported is bold then you need to click the trashcan icon to remove it.
