My old installation was hooked up, so I uninstalled it and now I can´t reinstalled it, nothing happen after download Thunderbird Setup

My installation of Thunderbird hang up, no new mail could be reached. Using Windows 8.1 I uninstalled Thunderbird and tried to reinstall it again, Download was OK, when I click on setup nothing happen.

disable you overly protective anti virus program or look at what it is doing before you try again.
