My user name is an email address I no longer use. Can I or should I change it. Can I deactivate my account and sign up with a new one?

As long as you still have access to the old address, you can go ahead and change your account over to a new one. I think this is a two to three step process:
(1) Add your new address as "secondary": Add a secondary email address to Mozilla accounts
(2) Switch your secondary address to primary: Change the primary email address on your Mozilla account
(3) [optionally] Delete the old address from the account
