Right-click menu on titlebar of browser is not the same as all other windows. Specifically i have ATI HYDRAVISION installed, and the context menu doesn't show for firefox

I have a similar problem with windowspager. It adds choices to the right click on the title bar menu. It works for me on Firefox 3.1.16 with windowspager .99 on Windows Vista. But on a new system I am setting up, I have Windows 7, Firefox 4.0 and windowspager 1.00 and the windowspager choices are not on the right click on titlebar list on the Firefox windows.
