Download does not complete process. Does not go to set up wizard or run for exe file.

I am new to Windows (renting a PC laptop as my beloved iMac was stolen.) Firefox was having lots of trouble so I deinstalled and have been trying to reinstall. The download process does not progress to the start-up Wizard. I'd appreciate some help on options that may be set up on the PC that would prevent the download from working.

Save the Firefox setup file, then run the installation procedure. Don't try installing during the download process.
