why doesn'tV 5.0 Popup blocker block poopups on Windows XP Pro

I am running Firefox V 5.0 on Windows- XP Pro and XP Home. I have set the popup blocker to block popups as I did in older versions of Firefox (which worked very well), but popups are not blocked in this version.
