When a new message is started and you go to type in an address in "To", it used to bring up a list of the letter chosen and you could click on a contact and press enter to jump to the next "To".

Two things have changed.

First, the list used to be first letter of Display Name, OR, first letter of email address. Now, if it contains that letter, it shows up on the list. There doesn't seem to be any order of the list now either.

Second, when you get the address you want on the auto-fill list when typing in "To", and click on it, it shows up in the "To" bar highlighted blue. You used to be able to press Enter to go to the next "To", but now it doesn't keep the correct address. It goes to the first address on the auto-fill list.

Example:

abc@.com cde@.com ecg@.com

I want to send an email to cde@.com. When I press C, the auto-fill brings up a list like the one above. When cde@.com is clicked on, it shows up in the "To" highlighted in blue. When enter is pressed to go to the next "To", abc@.com replaces cde@.com in the first "To" though I'm still in the second "To".

In the second "To" I click on ecg@.com and press enter, it still inserts abc@.com.

Bug 970456 for Recipient autocomplete: Implement scoring algorithm to prioritize "beginsWith" wordwise matches over "contains" matches: search for "be" should toplist "Ben" and "Betty" over "HolBErt" (having "be" in the middle of word)

Bug 1107844 - Recipient autocomplete: For multiple matches, select dropdown result other than first using mouse click, confirm with Tab or Enter, and TB uses 1st result instead (i.e. private msg gets easily addressed and sent to random recipients)

Is there a place where I can report these bugs? And is there a solution or not yet?

Did you click the links? I really do not think so if your asking that question. I provided you with the links to the bugs in Bugzilla;. So they are reported or they would not have bug numbers. Are they resolved? Read the information on the bug reports. As I understand it 34.4 has the fixes.
