Telemetry, why only two choices, on or off?

My apology in advance, I don't need help, I'm just trying to pass on a suggestion to the interface/dev team.

Get more user data; In Options/DataChoices/Telemetry, put an "Send hardware and customization information, once" checkbox/button.

A lot of people might be willing to share system info once, but don't want someone "looking over their shoulder" all the time. Also, why collect and share the user's IP address? I'd suggest you get it, generated location information, and then dispose of it.
