I used About:Config to change the Zoom increments, but the Mouse Wheel goes by 10% increments instead! How do I change the Mouse Wheel increments?
I went to [about:config] & customized the [toolkit.zoomManager.zoomValues].
It works for (Ctrl + Plus) & (Ctrl + Minus), but the (Ctrl + Mouse Wheel) still goes by the 10% increments! How do I change/fix this?

Seems to be working here. I notice that the mouse wheel adjust by 10% changes although the Keyboard can adjust in 5% changes.
Try to uninstall NoSquint Plus in case some pref settings are still active. When NoSquint asks to restore the original zoom values then confirm and set the zoomValues pref once again. Close and restart Firefox after modifying the pref to make changes effective.
Start Firefox in Safe Mode to check if one of the extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) or if hardware acceleration is causing the problem.
- switch to the DEFAULT theme: "3-bar" menu button or Tools -> Add-ons -> Appearance
- do NOT click the "Refresh Firefox" button on the Safe Mode start window

Yeah my Mouse Wheel goes by 10% increments as well, that's basically what I meant.
Since I changed the increments to this [.3,.35,.4,.45,.5,.55,.60,.64,.67,.7,.72,.74,.76,.78,.80,.82.84,.86,.88,.9,.92,.95,.97,1,1.04,1.08,1.12,1.16,1.24,1.32,1.4,1.6,1.8,2]
Which does work with (Ctrl + Plus) & (Ctrl + Minus), but not (Ctrl + Mouse Wheel)... it goes by 10% increments instead, That's the problem!
Copy/Paste Zoom in to the search Bar (will have to copy/paste each time go back) https://addons.mozilla.org/en-US/firefox/extensions/ No idea if anything useful to you.
