Can't manually add TopSite - tried https://support.mozilla.org/en-US/kb/customize-new-tab-page#w_add-a-top-site Added site never appears.

TU Phillip but didn't help No change in behavior at all after your suggestion On New Page - Clicking little pencil OR 3 dots and Add Top Site - type in name and URL - Save - back to new page with no Top Sites
