I constantly get proxy is refusing connections, and does not save changes

For a while, I used FireFox in a dialup mode. I have since moved to a wireless net, and have had to go to Tools/options/advanced, and select 'no proxy' to make it connect. Without that, I get the 'proxy refusing connections' message.

I see there are 2 prefs.js files (one is named prefsold.js) in C:\Documents and Settings\User\Application Data\Mozilla\Firefox\Profiles\y124ptue.default. I have attempted to restart Firefox using the -profilemanager switch, renamed the old profile so it would generate a new one, to no avail. It's real annoying to continually have to reset that 'no proxy' radio button. It must be picking up the proxy from Windows somewhere, but where?

I have also seen the proxy statement in the js file as listed here;
