How to add additional application (not only Notepad) to text file opening?

I try to open link to text file (plain/text, *.txt), after clicking I have normal windows that is asking what I want to do with this file, "Open with Notepad(default)" or "Save File". I need to open this file in Internet Explorer (as encoding is different than standard), but in menu for opening there is only "Notepad(default)" and "Other", when I choose "Other" I can choose "Internet Explorer", but even after this IE is not showing on drop down menu (I've always have to choose "Other"). I want to add "Internet Explorer" as one of default actions for text files. For sure it was working in some previous versions, but I'm unable to tell in which version it stopped.

Text files send as text/plain should normally always open in a browser window unless you would force a download, either via the right-click context menu or via the alt key (browser.altClickSave = true).

You only set a download action if you tick the box to do this automatically.
Alternatively you can set IE as the default for .txt files and you should see IE offered as the first choice.

Thank you for answer, but still no luck.
This problem is with some kind of email front-end. So after clicking on link is automatically showing

So this is not opening in browser automatically.
I've tried to change Windows settings for opening text file, but even in Windows *.txt files are opened in IE, Firefox still don't change this "Notepad(default)" settings, nor not allow me add one more action for this kind of file(operation?)
