i did the update to 21 and now it keeps telling me to restart my computer.... over and over and over... firefox won't open AT ALL.
i also tried removing firefox from my programs so that i could download again, i still get the same pop-up window that says i need to restart my computer. i finally removed it through the run file, but now, when i download again from this website, i STILL get the same restart message. guess i'm stuck with chrome?

If you need to reboot after updating then this usually means that files were in use and couldn't be updated.
A possible candidate is in such cases is security software.
Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
You can also try to login as Administrator or possibly run Firefox once as Administrator via the right-click context menu.
