For some reason the "new tab" button was relocated all the way to the right of the screen as shown in the below screenshot. How do I move it back to the old setting where it used to be right next to the open tab?

Can you attach a screenshot that shows what happens if you click Restore Defaults with the customize window still open and possibly a second screenshot if there are changes once you close the Customize window?

Make sure you select the default theme and aren't in Private Browsing mode.
