Ordering of multiple tags in Tags column (for sorting)

When I've added multiple tags to a single email, they seem to mostly sort by alphabetical order. I'm also using the Tag Sequence Arranger, so the main sort of the tags (in preferences and the tags drop down) is also in alphabetical order.

But suddenly, some tags seem to be jumping out of that order, but with no rhyme or reason and unrelated to how the tags are sorted by the Tag Sequence Arranger (so changing the arrangement in preferences does nothing to the sort of multiple tags on a single email). Super strangely, the emails with out-of-order tags take their tag highlight color, which comes usually from the first sequential tag, from the tag that should be first but is not.

Please see the attached screenshot. Note that all but two emails with multiple tags sort in alphabetical order—the emails tagged "'-- 6 Personal' '-- 5 Work'" and "'-- 7 Details' '-- 6 Personal' 'z - Gmail'" have the tags out of order (not the "correct" coloring according to what should be the first tag but is not).
