When can I use the newest Adobe Flash Player with Firefox 3.6.13?
I have version Adobe Flash Player 11.2.202.233 any version newer then this causes Firefox to crash close and reopen to same page and I have to open in safe mode and close Firefox and reopen again and then un-install Flash and then install the version listed here.
When will I be able to use a newer version of Adobe Flash Player on Firefox 3.6.13?
The reason I can't update my Firefox is because I can no longer force Firefox to save my username/passwords on my Banks website and other sites that use the feature to turn Off saving password but in this version I can bypass that command in one of the component files.

Running Firefox 3.6 is extremely insecure as it is no longer supported and there are no more updates available. By sticking with such an old version, you are putting your computer and personal information (including bank data) at risk. Even if you can't save your bank passwords, it is worth the additional inconvenience of typing those passwords to stay secure. However, I bet you can get an add-on such as Lastpass (https://addons.mozilla.org/en-US/firefox/addon/lastpass-password-manager).
So, to fix your issue, I would strongly urge the following: Update to Firefox 14. Update to Flash 11.4 Install Lastpass for password mangement.
The requirements for Flash 11 versions state the you need Firefox 4 and later.
You can only use the last Flash 10.3 version with a Firefox 3.6.x versions although it may work with protected mode disabled.
If you really need to keep Firefox 3.6, can you at least update to Firefox 3.6.28 which is more secure than 3.6.13?

If you want to stay with Firefox 3.6 you should uninstall Flash 11.2 and install Flash 10.3, which is still being updated by Adobe with security fixes. You gen get the full Flash 10.3 installer from http://forums.adobe.com/thread/889580 or from the Adobe Flash Player distribution page.
P.S. If you want to try Flash 11.4 with protected mode disabled, you can get it from the Adobe Flash Player distribution page and then follow these instructions: http://kb.mozillazine.org/Flash#Disabling_Protected_Mode_in_Flash_11.3
