we cannot get firefox installed on our new laptop with windows 8, what do we need to do?

I have a Windows 8.1 platform on a new computer. When we try to download firefox the button comes up to push run. After that Norton scans and states that it is safe but a new program with very few people using it. I click on the spot saying that it is safe, and it goes away, but the program doesn't run. I've also tried to download it and then run. it will download but when I try to run it Norton comes up and the same thing as above happens. I've also tried turning off Norton for 1 hour and tried the same 2 things as above with the same results.

In case Norton is objecting to the "stub" installer (the download has the word "stub" in the name) try using the full installer. You can download it from the following page, just scroll down to your preferred language:
