I just had to have my laptop fixed, and the shop had to format it. So, I had to download all the programs I had, which included Firefox and Norton Internet Security. Once I updated Firefox to version 21.0, the Norton Toolbar no longer appeared in the Firefox screen. Why? Can something be done so that the Norton Toolbar appears in the Firefox screen again? I sure *hope* so, as I depend on their Identity Safe program. I have a Dell Inspiron laptop with Windows 7 - 64 bit. If you need any more information, please ask.

You lost the Norton toolbar simply because Norton does not support Firefox 21.0 and older versions.

In order to ensure high quality and timely Firefox compatibility updates, we have removed support for older versions of Firefox.
As of this posting, we will only support Firefox 22.x and above. Beta and Pre-Release versions of Firefox will not be supported until they are released. If you are running Firefox 3.x through Firefox 21.x, it is highly recommended that you upgrade to a more recent version of Firefox.

It is the job of Norton to support Firefox, not the other way. Also Flash works with recent Firefox versions on Windows.

I still have this problem on my PC after a year of seeking solutions. Was on the line with Norton upper level support for more than six hours at one point. Concluded that the problem is something in my Firefox configuration because Norton runs fine in my other browsers, and on my laptop that's running the same version of Windows 8 64 bit, Norton 360 Premier 20.4.0.40, Firefox 24.0. Need a way to completely purge Firefox and then reinstall. Normal uninstall plus deleting all Mozilla folders does not clear everything out. I suspect there may be some residue in the registry that is fouling it up.

Thanks for the reply. I think I may be on the trail of a solution. First of all, Mozilla has stopped supporting FF 21, BUT Norton now works with FF24. That installed, the flash issue remained. Mozilla's techs repeatedly state that FF24 supports / works with Flash. I have reinstalled Flash (11.0.8) each time I've updated FF since 21, and each time I run the updated FF, Flash is dead ("not installed" it says).

Add-ons Manager doesn't give me the option to remove old plugins, just tells me they are disabled. One of those was an old (2007) version (9 ) of Shockwave Flash. There was NO "Remove" button. Windows 7 Home is notorious for its lousy "search" function, but Mozilla offered a way to track this down.

On the Mozilla "Manually uninstalling plugins" page they recommend using about:plugins in the address field to find out where plugins are installed (among other things). I discovered this old Flash DLL one folder level up from where the current version is installed, deleted it, and emptied the Recycle Bin.

I rebooted my system, restarted Firefox, went to the Add-ons Manager, and changed Shockwave Flash 11.0.8 to Always Activate - and finally it works.

I am going to email this solution to the techs who haven't thought of looking for an old, but not uninstalled copy of Flash as the source of the problem. It's a really simple fix if you know what it is.
