Chosen solution

Install ffmpeg for your distro, eg Ubuntu:

sudo apt install ffmpeg


In the case of flatpak, install ffmpeg for the 23.08 runtime:

flatpak install org.freedesktop.Platform.ffmpeg-full//23.08


Enable accelerated decoding by changing media.ffmpeg.vaapi.enabled to true in about:config then restart the browser.

The flatpak solution solved this problem for me with Mint.

Going forward, if the stuttering starts happening again, how can I know which runtime version to install ffmpeg for? The 23.08.
