cannot download messages into inbox

I try to download new messages. I get notification "The folder Inbox is full, and can't hold any more messages. To make room for more messages, delete any old or unwanted mail and compact the folder" I deleted 1/2 of the messages from inbox and "compacted " the folder. The problem is persisting
