When trying to download FF9 to system 7 step 1 completes but the set up screen in step 2 never happens. What's wrong?

The pop up windows appear in step 1 and when the run button is pushed they go through on download and expand the files. But the start up screen never appears so I can not complete step2. Running system 7.

Make sure that Firefox gets installed properly.

Open the Firefox disk image (DMG) file and drag the Firefox program to the application folder on your hard drive.
You shouldn't double-click the Firefox application to run it from the disk image, but drag it out of the DMG folder instead.

That would be great advice if I was on my Mac but I'm having the problem with Windows system 7. Windows doesn't use DMG files it uses exe files and the install files seem to work OK until it gets to the point where it should open a "Setup" window and it never opens it so "Step 2" in the procedure can not be completed.
