Infelizmente, o iOS e o android não tem suporte a Java, impossibilitado o acesso a sites do governo que usam essa tecnologia, não é um problema no Firefox. Atualmente, dentre todos os navegadores, só o Firefox para Desktop tem suporte a Java, por isso que é necessário seu uso para acessar vários sites do governo.
