Why can't I scroll to bottom of page?

On certain pages, usually a forum or a running conversation, the scroll bar jumps up when I get near the bottom of the page.

Those pages might be using some JavaScript so slow down scrolling near the end of the page and slightly bounce up.

Does this only happen in the beta release or in the current release as well?
