Thunderbird refuses to accept mail I mark as safe is safe. WHY?

I know that you have to teach Thunderbird what is and what is not junk, but there are some messages that no matter how many times I mark as not junk and move to my inbox, Thunderbird continually mars them as junk.

How can this be stopped? Why is it not learning?

Yes this is a Yahoo email address.

Set to keep messages on the server rather than my PC.

It is not Thunderbird that is not learning. It is Yahoo.
