Firefox always loads with three tabs as if it was the first time being used after a fresh installation. Even if the user is logged in and has synced with his Firefox account. The Start page settings are correct with just one page to open as the Homepage. The system will open with the three regular default pages.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
