If I change TB archive location from imap://... to a local drive, will I retain all emails previously archived?

I'd copy those Archive folders to Local Folders in Thunderbird and then be patient because it may take some time.

You will have some local copies in the location you mention but they are not intended to be permanent and complete downloads. You need to get a full download from the server.
